How much is the traffic limit for downloads?
What is the dropbox policy about traffic quota of Premium Accounts for public downloads. Is there any quota? And what?

Unfortunately, as it's over 30 days (albeit just), you cannot now recover it. Upgrading will not help, as you need to be on the appropriate plan at the time of deletion for the recovery window to work.
The events list goes back much longer than recovery window (often many years) so you will find things on that which are very old but also not recoverable.

In general, the bandwidth limits for Dropbox account are:
- Basic (free) accounts - 20 GB of bandwidth and 100,000 downloads per day
- Plus, Professional, and Business accounts - 200 GB and unlimited downloads per day
