"Couldn't share folder" error when trying to share a folder with some users

I created a shared folder and I was able to add 30+ members but then when I try to add certain users I get an error message saying “couldn’t share folder”.

I sent an edit access link to the same user and it still asks them to request permission. When I try to accept the request I get the same error message.

      Yea I even tried sharing it to an account that has a lot storage space. Also the folder is currently empty.

      Does anyone know if there’s a daily limit to have many people I can get edit access to a shared folder?

        Are you able to create a view-only shared link? Not specifically to that same user, but just a link in general.
