To access shared folders you need to have the quota in your own account to access them - the payment status of other people does not give you any benefit.
You'll have been able to access the other ones because the folder you were accessing was smaller than the size of the account you had free.
Note if you just need to UPLOAD to the other account why not ask them to send you a Dropbox requests link?
