Fully agree with this, we want each department manager to be able to create and share TeamFolders - currently they are User Management Admins which restricts them from doing this.
There is definitely a layer missing. There is no way we could allow each of our managers to have the Team Admin role, this would allow them to Sign-in as User and view sensitive HR and/or investment/financial data.
Obviously it's slow to have to request TeamFolders to be created by the Team Admin each time and for settings.
