Are you sharing a file directly to a user's Dropbox account, or are you sharing a link to a file or folder to that user?

Are these folders inside a team folder? Do you have read-only or edit access to the shared links?

Both. All of the above.
For the record I have contacted Dropbox directly, and they have asked me to post this thread. (Ticket 24465197) Apparently this is the best way to get issues resolved, which is pretty terrible really.
So whilst your feedback is appreciated, it's not required. If you can escalate to the appropriate department and get this resolved that would be great. I have no expectations anything will change and this exercise has been pointless.
