It does sound like there might be an error somewhere on your billing details.
Could you attach a screenshot showing what you're seeing, while hiding all your details, in order to assist further?

Hey Philip, hope it’s OK to jump in. Have you completed any purchases with your PayPal account recently? If yes, did you have any issues?
Only if it’s possible, I’d like you to attempt and upgrade with a different payment method instead. Does that work?

yes, of course I tried another method - but same thing.
Why is there nobody to look at the account, send me a invoice and I pay, just the old way?
