Does cancellation of the current account due to country change means losing all the existing files in my current dropbox?
How is it managed?
If I create a new account how to transfer the files to the new account? Having the dropbox account expiring due to billing and be unable to add the new card which is in different country. So how to sort it out before it expires? Thank you
BTW is there any contactable support to get this resolved other than a post in a forum?

Miguel R.21 cancellation just stops payments being taken and downgrades your plan. It would then stop any syncing from occurring until you re-upgrade.
Once downgrade happens you need to then change the country at www.dropbox.com/account (or make sure you already have) and upgrade as normal.
You can of course create a new account, but, that means creating all new shares and links etc. downgrading and upgrading leaves you without service for a matter of minutes.
Support is available at www.dropbox.com/support, however, they will say the same as above. You cannot do it until plan expires.
