- 2 years ago if you have iCloud for Windows installed, try unistalling and re-installing it. In my case, the problem is solved.

A year and a half almost .... conflict with iCloud definately is causing this for me. I need iCloud for pics and outlook integration .. any solutions ? I reinstalled iCloud already

Same here ... even stopping icloud doesn't help. As soon as it's uninstalled everything is fine. Probably an icloud for windows issue though ...
