View-only folders should not be downloadable by default.

Default for view-only folders gives the recipient the ability to download. The default should DISABLE downloads on view-only folders. View-only means view-only. Note that you can't turn downloads off with a Dropbox Plus account, which is paid & should have this basic feature.
