Basically if you are being told you cannot download them there isnt anything you can do - its a setting they need to change 🙂

Sounds like they have been shared with download permissions turned off 🙂
The owner can alter this by following https://help.dropbox.com/share/set-link-permissions

I'm starting to hear back from the community of participants, and everyone is facing the same problem.
