It's not user problem because of it:

 

We blocked this link to be safe
We noticed something suspicious - like a lot of downloads in a day. Ask the owner to create a new link. Learn more

 

It seems that is question to Dropbox, not to user.

And Dropbox is telling you the solution right there; ask the owner to create a new link to the file.

 

The fact is that the link was banned for some reason. It could have been a bandwidth overage on the owner's account, a problem with the file such as a DMCA complaint, etc. There are many reasons why a link can be banned.

 

You need to contact the owner of the file.

The file is mentioned in the only place - in the German forum, the date of the message is 2012. The file is cwm-recoveruy for a specific old tablet. The user has not visited the forum for a long time. Therefore, this option is not suitable.
Thanks for getting back. It's bad that there are no options from the company.
