After start DB i see new damp file in C:\Users\123\AppData\Local\Dropbox\Crashpad\reports\
Do you have more than 300,000 files in your Dropbox account?

It's possible that this could be causing the issue, since more than 300,000 files can affect the app's performance.
Could you try reinstalling the app, and using selective sync to deselect folders, which will delete the local copies, to bring it under that amount, to see if this helps?

The application doesn´t even open, the process crashes after a few seconds, even after a reinstall, I cannot use selective sync because there is nowhere to configure that!

When you reinstalled the app, did you perform an advanced reinstall?

I have done several restarts and the Dropbox icon is still not present, it had reappeared for a couple of days, I thought they had solved the problem but it disappeared again
Try installing an older stable version (Stable Build 178.4.4811 works for me).
Myself and a few others have started having issues with the latest version of Dropbox. You can see a few complaints about this on the latest stable build https://www.dropboxforum.com/t5/Dropbox-desktop-client-builds/Stable-Build-179-4-4917/td-p/701574.
The issue after this will be that Dropbox eventually will auto-update to the problematic version.
@Brandon Nguyen I tried your suggestion and so far it works!!
To avoid auto updating, @John582 suggested here to rename two dropboxupdate.exe files to something else: https://www.dropboxforum.com/t5/Apps-and-Installations/How-to-disable-DropBox-Update/m-p/360536/high...
Now Dropbox is re-indexing my 854.000 files, lets hope that process goes well (of course I hit the famous issue of Dropbox not recognizing the existing folder and its files, it took some fiddling to get it to merge instead of re-downloading everything).
