That person needs to contact Support directly.
Have them visit the Support page while they're NOT signed in to a Dropbox account, including these forums, and they'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.

Dropbox does not have incoming phone support. Only team admins on a Business team account have access to phone support and it's handled via a callback from their Admin console.
The owner of the account that needs to be cancelled needs to open a ticket using the steps above.

Thanks Rich. Unfortunately, we went through those directions and it still didn't resolve how we should cancel the subscription, without signing into the account. I think we need DropBox intervention in order to get this account subscription cancelled.

There is a second piece where I really need to retrieve receipts as we work for a state agency, but have not been able to do that as well.
