You'll need to contact Dropbox Support directly. Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
I had to log into my personal Dropbox account to try and contact someone.
Make sure you're not signed in to any account while trying to submit a request, and use the link I posted above. If you're signed in, you'll only have options for the account that you're currently signed in as, and free accounts don't have access to Support. The link and steps above will allow you to open a ticket.
