Can a single license be used by 10 team members (if they access the same account)?
Our company is a self funded startup. We can no longer afford to pay a license for every team member. Someone told me that we can have one license and share it. Only one person could use it at a time...

Interesting. So it's best to just have a license for everyone needing access to database with one admin?

If you're using a Business Team account, that's required.
The alternative is that everyone creates their own personal account (it can even be the free Basic plan) and you invite everyone to a shared folder. However each person will be limited to the space available within their own account, so if you're trying to share more than 2GB of data, each person would need to upgrade to a paid account.
Also I just want to mention something in case you're not aware. You mentioned a database. Is this an actual database type of file that would normally allow multiple people to access it at the same time? If so, DO NOT store it in Dropbox unless you're absolutely certain that only one person at a time will have it open. Each person in a shared folder has their own COPY of the files in their account. If you store a database file and two people open their own copy to make changes, conflicts will occur and the database file will be overwritten.
