Hey dwtcd, thanks for posting to the Dropbox Community today!
This is actually how new files sync to your computer by default, but you can change this setting in your Dropbox preferences.
If you go to the preferences and then to the "sync" tab, you should see an option to change how new files sync to your computer by default.

I find the changes annoying, although I understand Dropbox's desire to avoid the "my Dropbox is full!" problem. For others who are trying to fix this; the only way I could make it work on my Macbook was to select the Dropbox folder *in Finder*. Then you'll see the little icons (either a checkmark for a file that is available offline, or a cloud symbol for files that aren't). You can right-click a file or folder to get a dropdown menu, and select "Make available offline". Then the folder or file syncs.
