Disable downloads function doesn't work even with professional plan.

I have tried again with the steps of viewing only access you recommended by copying the link and directly putting it on the email. it actually works.
When you click the link, you are required to put a password and the file in the link cannot be downloaded. This is the one I am looking for. Thank you.
It means that the setting option of the share icon which is a box with an upward arrow is not the one for people who want disabling downloads.
I am wondering what is the purpose of the function in that area as it makes people very confused and frustrated by taking a long time to test and find out the right thing.
I hope that this would help people who have the same issue.

Hi ozlondon, let's jump right into this!
Is there a chance, that you added the person to the folder directly, or shared a link for editing with them?
Here's what you can try: follow these step on a brand new folder, in order to create a view-only link. Once that is done, you can proceed and disable downloads for said link.
You can test it on your end, using an incognito tab on your browser, in order to check if you have the ability to download content, or not.
