When were the files deleted? If it's been more than 30 days, you won't be able to restore them.

Is that a shared link to a file you're trying to restore? If so and if it was deleted within the last 30 days, you would see the file in your Deleted Files if it wasn't permanently deleted. If the file isn't one of yours, you would need to contact the owner and ask them for a new link.
