I'm missing a key folder in my Dropbox account.

Most likely I have deleted it in the past 6 months by accident. I did not delete it in the past 30 days.
If I upgrade my Dropbox account, would I be able to restore up to 180 days?

No, sorry.

Recovery of files is not retroactive. You would have had to have been a paid member at the time of deletion to recover it.
