I could upload photos but not a video. The previous solution (versions/settings) didn’t help, but I found that I needed free space greater than the size of the video to upload. Not sure how much space was required. Got various unhelpful error messages (video may have been deleted, network error). Having created enough free space the app went through a stage ‘preparing to upload’ with a progress bar, which I imagine was getting an error that it wasn’t catching / reporting.

Are you using the mobile app to upload this video or www.dropbox.com instead?
Can you clarify the size of the video you’re trying to upload to your Dropbox account?

Mobile app on iPad, latest version. The video was about 150 MB.
I tried several times and got the same error (can’t access file, may have been deleted). Having noted that I had less than about 100 MB free space, I deleted an unused app and got a different error. I then deleted a second app and the upload completed successfully. Having deleted the video, I now have 800 MB free.
