Can no longer access photos library
Need to remove dropbox setting that moves photo library from mac to dropbox. Running dropbox on mac OS 14.1.1

Are you referring to Dropbox Backup feature perhaps David Russell?
Do you see any folders on your backups page?

I see where you say...how do I turn them off? I really only desire to use Dropbox for sending material. Wow ...hope it solves the problem...hope hope hope.

You should be able to disable or delete your backups from that page David Russell
If you're using the desktop app, you should be able to do it through the app's preferences, under the Backups tab.

I seem to have another computer which I started Dropbox on. Maybe I need to get on it to find the delete or disable switch. Starting that up now...will get back to you soon.
I had a stroke a few years ago and this computer has gotten smarter than me since...that's a lie...about my brilliance...lol

Is the Dropbox desktop application installed on that machine? Could you try following these steps to delete the backup on your account?

Walter... you haven't responded. You're the person who has a better understanding of what I have done. How do I prevent Dropbox from interfering with my syncing with my photos on my phone and how do I re-link the photos to my computer?

Do you have the Dropbox app installed on the other computer David Russell?
If so, you can access the desktop app's preferences and disable the backups from there.
Otherwise, you should be able to delete them from your backups page.
As for re-linking the photos to your computer, you should also be able to download them from your backups page.
