This question I could answer quickly if I was across town on my second computer but I'm hoping to get a quick answer!

 

I have two computers synced to the same account.   I'd like to have separate online offline settings for the files on each computer.  For instance if on computer #1 I have the image file "at the beach" set to "make online only" can I have "make online only" deselected on the same file on computer #2 ?     Each computer has different storage issues which require me to have different online offline settings per file.

You can have different online-only/available offline settings for your files and folders on each device. As you said different storage, different needs.
