Forgot my password and have no access to my email - can I access my account?
I can't access my account, because I forgot my password and also I can't access my email where you sent a code.

Its almost certain then that the account is not recoverable I'm afraid: https://help.dropbox.com/account-access/lost-email-access
All you can do is log a ticket at www.dropbox.com/support and ask for help. Do that while not logged in - even to here so try and incognito window.
