If you are sharing folders to the users, then you can have free accounts accessing the folders without needing a to add them to a team account.
However, the Dropbox Basic plan can hold up to 2 GB of quota, so it wouldn't be possible to have shared folders larger than that shared on the account.

Shared folders can be accessed by free accounts without having to be added to a team account, so free accounts do not need to be part of the team.
Although the Dropbox Basic plan has a quota of only 2 GB per account, it is not possible to have shared folders bigger in size than the quota that the account has.
