I need a phone number to call customer support
I am getting billed for a premium account but all my access online is the basic account. I need to talk to a live person. Does anyone have a phone number where I can reach a real life person.

There is no phone number. Only Business accounts have access to phone support and it's through a callback initiated through their admin console.
You'll need to contact Dropbox Support directly. Visit the Support page while you're NOT signed in to a Dropbox account, including these forums, and you'll see an option for Billing issues. It's best to use an Incognito or Private browsing session to make sure you're not signed in.
Dropbox cannot charge you if they don't have your billing information. If you've been charged and didn't give them your billing information, then someone else has and you should be contacting your bank.

Hey Dropbox support. I can't access my basic account with ALL of my information because my company stopped their email accounts. How can I get that account tranferred to another email? I can't access that old email to "verify" it as required. The chat bot doesn't help. Your canned help center doesn't help. you have NO phone numbers to call. WTF?! Why would I pay for your other plans when you treat your basic users like old discarded rubbish?! I have been with you since your inception. Baadddd business model you have adopted.

It is very very unlikely you can recover the account. The best thing to do is get the email recovered. https://help.dropbox.com/account-access/lost-email-access
You need to contact support via www.dropbox.com/support while NOT LOGGED IN - even to here.

The trouble is that it sends a 6 digit verification code to that email. Duh! how am I going to get that if I can't access that email??!!!

As I said - you need to see if you can get the email recovered (i.e. set back up). That is one of the things Dropbox will ask you to try and do
