I have 0 out of 3 GB used, however, I cannot join the folder. Is there any way to upload files if I'm not a paying subscriber?
Is there already data in the folder that exceeds 3GB? If so, you won't be able to join the folder because it has more data than your account can hold.
If you won't need to access the files after you upload them, ask the company to send you a File Request instead.

The folder has 3 documents taking up 1.6 mb and I have 3 GB available. I also tried making a new account with 2 GB available but each time it says I need to expand my storage.

If it's telling you that joining the folder would exceed your storage, then the folder has more than 1.6MB of data in it. Check with the owner of the older. If you only need to download the files, ask them to send you a Shared Link instead. You can just download the files without adding them to your account.
