Dropbox is full, but my storage is used by shared folders
Here's my issue. My dropbox is full, so I deleted a lot of old folders, but deleting them, even permanently, doesn't free up space because they are folders that were shared with me. So I'm really jus...

Shared folders use your quota. So, you either need to upgrade OR leave the shares and no longer have access.
Note that deleted files don't use quota so permanently deleting wont change anything.

So my only option is to upgrade? So I’m just paying for space I don’t need because Dropbox doesn’t allow me to actually free up space. That’s a bummer. Not using Dropbox anymore lol.

So my only option is to upgrade?If you need access to the shared folders, yes. They exist in your account, so they take up space like any other file.
If you don't need edit access to the folders, ask the owner to send you a shared link instead. You'll be able to view the files without them taking space in your account.
