The easiest way to move a folder to someone is to first share it with them, confirm with them that they've joined the folder and can see it in their Dropbox, then make them the owner and then remove the share from your account.
To check the current owner of a shared folder, follow these steps.

Walter, THANK YOU. It appears my CLIENT actually is owner. I "can edit." So I must have already done that transfer. Then I wonder, why would MY Dropbox be maxed out if I don't have any folders of my own? This is on his DropBox? Can you help with that? MANY thanks!

As Mark stated, shared folders take up space in your account. This is because you have your own copy of the folder.
If you no longer need access to the files and you want to save the space in your account, you can remove yourself from the share.
