Can't share file access

After not using Dropbox for a while, I've created a new folder and tried to send it to one person as a test and received the following message:

 

 

I have checked all the reasons for a violation and have not done anything I am aware of for this to happen.

 

Can you please help me?

      Hi Walter, an email would be great. This is the first time I've ever logged in and seen this error...no issues previously.
