Can't access shared links

A friend is trying to share some files with me. He can see them on his end, but when I click the links he sends I get a 400 error that says "Something went wrong. Don't worry, your files are still safe and the Dropbox team has been notified. Check out our Status Page to see if there is a known incident, our Help Center and forums for help, or head back to home. "

 

He has tried to reset the folder and link three times with no success. I have tried on two different computers and my phone with multiple browsers and I get the same message. What needs to be fixed to make this happen?

    That appears to be the proper format for a link. Towards the end of the link it says & before the dl. Change it so that it's just & before the dl (remove the amp;).
