I am a Dropbox Product Manager for our sharing features. Dropbox allows you to create shared links to files and folders that can be previewed by anyone without requiring available storage or even an account.
In your case, the sender can create a "Link for Viewing" to the content. If the audience is set to "Anyone with Link", you won't even need to sign in to view. And assuming they leave downloads enabled, you could even download a copy for later viewing and local editing.
If you need to collaborate (edit) on the content, or add it to your Dropbox as a shared folder so you have the latest changes synced, that is where you'll need to be signed in and it will count against your storage quota.
