Can I view movies in Dropbox backup when traveling without downloading the movie?

If you are using Dropbox backup then no. If you are using normal Dropbox sync sort of - the website and mobile devices give a preview of the file for you to watch BUT they are limited in length according to your paid for plan AND have bandwidth limitations on them.
