Hey CorinneGroves, sorry to see you're having trouble and thank you for your feedback here.
If I understand correctly, your account is still not syncing, even after you've emptied it.
Is it possible that apart from your personal non-shared files, you also have shared folders that might be taking up your space?
You can see any shared folders here and if you want to calculate the size of your folders/files, you can follow these steps.
Let me know what you find.

I have the same issue. My account is completely clean-zero bytes and no synced files. I’ve written every way I could find to contact Dropbox, and you DO NOT make it easy. And never gotten this fixed. I moved to Google drive because it’s easier and better maintained. BUT I need it for a client who insists on using it. My account won’t work at all and is essentially frozen-pestering me to upgrade.
