Why would some members of shared files/folders not be able to see them upon logging on?

Why would some members of shared files/folders not be able to see them upon logging on? Some can see some shared files, while others can see a different set of shared files. All members are on the shared list for all files.

Does each person have enough quota? 

 

Syncing would stop if they ran out of quota meaning they'd see out of date/old files.
