Trying to determine what version of Dropbox to use.

No, that would be against the terms. A team account would be the proper solution, but you would need a license for each person.
The information I found on the Dropbox site seems to indicate otherwise:
"you can send anything—from photos and videos to zipped folders and large CAD files—to anyone, even if they don’t have a Dropbox account".
So the folder Owner just wants to share it with 15 people, "even if they dont have a Dropbox account."
If you have other information please share.

That's referring to the process of using a shared link to allow someone to view a file or folder. It's a view-only method of sharing. It's entirely browser-based for viewing and downloading, and does not sync files to a computer.
A shared folder is different in that each person accessing a shared folder needs to have their own Dropbox account, whether it's an individual account or as a member of a Business team account, with enough space available to hold the entire folder (team accounts share space, individual accounts do not).
The alternative to a Business team account would be for each person to have their own individual account with enough available space to hold the folder that you need to share. If the folder is 2GB or smaller, you can do that with Basic accounts, but if the folder is larger than that, each person would either need a paid subscription, or be a member of a Business team.
So if the 15 users can use Basic accounts can they Sync to the main account shared folder? The software on each user computer requires that the application is mapped to the shared folder.
The folder is only 800 MB so what kind of account does the sharing account need to be?

Yes.
The folder is only 800 MB so what kind of account does the sharing account need to be?If the shared folder only consists of 800 MB, everyone just needs a Basic account, including the account sharing the original folder. Basic accounts can store 2GB by default. If the files in any account exceeds their limit, including the shares they belong to, they would need to upgrade that account.
