Can’t upload docs/files to webpage on Mac

I’m trying to drag and drop from desktop onto webpage but it simply opens the doc instead of uploading. I also tried the upload button and I select the document and then nothing happens. No error mess...

I have also tried working on a private window which doesn’t work. I am using Safari.
