cannot do before like itms-services://?action=download-manifest&url=https://dl.dropboxusercontent.com/s/xxxx/manifest.plist

Not sure where you're trying to do this, but try ?raw=1 instead of ?dl=1. Also keep in mind that share links have a redirect. If your app (or whatever this is) can't follow a redirect, you won't be able to download the file.

Dropbox isn't a web host. It no longer renders HTML content in a browser.
