Is there a link to a page with the offline installer for Windows?

Hello.

Does dropbox.com have a permanent link to a page with offline versions of the Dropbox installer? The guys from Dropbox seem to know about the existence of proxies with authorization, but for some reason they persistently ignore the fact that the online installer does not work in such networks((
