Command line code to switch between "Allow offline access" and "Online only" instead of mouse clicks

It would be nice to be able to switch between "allow offline access" and "online only" on the command line instead of using the mouse. For example, "% dropbox -offline_accsess true file1,file2,file3...", "% dropbox -offline_accsess false file1,file2,file3..."
Once this is done, it is possible to treat files from the application in much the same way as if they were stored locally, while saving disk space by making them "online only".

    My operating system is macOS sonoma 14.5.

    For example, let's say I register a workflow as a quick action that attaches a file selected in the Finder to a new email using the Automator mechanism.

    If the file in the Dropbox folder is set to 'online only', there is no file entity and the file cannot be sent in this workflow.

    If it were possible to change the setting to 'Allow offline access' from the command line, we could incorporate that change process into our workflow so that we could use the quick action without worrying about whether the file is stored in the Dropbox folder or not.

    I really need a way to programmatically force specific files/folders to "Available Offline" for a group of users. Telling them to do it manually is error-prone and most users don't do it.

    I use python, apple script, or javascript on Windows (python or javascript) or MacOS latest (all three scripting languages).
