Could you clarfiy what you mean by 'allowed to access their Dropbox'?
Do you mean they provided you with an email and password, or was it a shared folder added to your own account?

They provided the link abd the password. According to them, no other subscriber has had this issue that they are aware of.

Hey John9459 , hope it's OK to jump in.
Have you tried switching browsers on your computer, and the same error persists?
If it does, I'd also like you to upload a full screenshot of the error you keep receiving on your end.

Do you have any proxy, VPN, firewall, security software, or even ISP/router settings that could be restricting traffic to the following Dropbox domains?

Hey John9459 , so just to clarify, are you only getting this error on your phone, when opening the link through the browsers you mentioned?
Have you tried accessing the link from a computer to check if it works?
You mentioned you have Norton, so you might want to check its settings, to see if you can whitelist Dropbox.
