That isnt correct.
Phone support is only available to Business Users.
All other support is via www.dropbox.com/support - BUT only while logged in to that account. If you have multiple ones and you log on to that link from a free one it wont appear.

No. You can move or rename the shared folder that you were invited to, but any changes you make within the folder will be synced to all other members of that share. i.e. If you move a file or subfolder out of the share and into your own folder structure, that file or subfolder would be deleted for everyone else.
