Do I need to purchase a license for each member of my team?
I need a place where I and 20 other people can share content.
So is one member = 1 licence?
Which means license x 21 people = 3.150 € / year.

If you want a business plan then yes, that is correct.
You can talk to the Business Team at www.dropbox.com/business.
If you arent sharing lots of data (i.e. under 2gb) you could use free accounts BUT you'd then have no central control over data - i.e. if people delete things/loose passwords etc.

It depends on the account type you need and the amount of data you're sharing. Theoretically you could do it for free if you're sharing less than 2GB of data. Each person would have their own personal Basic account and you'd share a folder with everyone.
If you're looking to share a lot more data or need the features of a Business team account, then yes, each license covers one person.
How much data are you looking to share? Are you all part of the same organization? How much control do you need over the accounts? Give us more information about your needs and we may be able to make a better suggestion, or you can reach out to the Sales team.
