Having the exact same problem. No longer able to sync Android tablet using Dropbox. My Windows PC and iPhone is still syncing fine. Have also sent several emails to [email removed as per Community Guidelines]
Still have not received any response. May start looking for another password manager however datavault hasn't changed in years. So this seems to be a change made by Dropbox which is causing this error..

It most likely is. Dropbox recently stopped accepting API connections using the outdated and insecure TLS 1.0 and 1.1 protocols. It now requires TLS 1.2 for all connections. If a developer hasn't updated their app to support the newer protocol, then it will no longer be able to connect.
This isn't a change that happened without warning. Dropbox notified developers this was coming back in October and then gave a reminder in March; a month before they started to implement the change.
