Hello friend.
Unfortunately, after several tests I did, the only alternative I found was to delete the aforementioned folders and reinstall, thus correcting the permissions.

Hey 2023, sorry to see you're having this issue.
Can you restart Dropbox, by following the steps below, to see if that helps?
- Open your Dropbox desktop app if it isn’t running already.
- Click the Dropbox icon in the menu bar at the top of your screen.
- Click your profile picture or initials in the upper right of the window that appears.
- Click Quit.
- Open a new Finder window.
- Click Applications.
- Double-click the Dropbox icon.

#3 from the suggested steps can not be performed as the app stays in "Starting" status and profile icon does not appear. With this step were you trying to ensure that app has exited?
These are the observations visually in order
- Click ok and app quits
I have tried already by opening from the Application with double click and right click >open. Observations are same as above

I missed the reply as the notification email went to Junk.
Also latest version v171.4.6182 worked fine. So issue seems to be fixed in the latest version.
