You can use the Photos app on a Mac if you have one. This saves the live photos exactly as you see them on your iPhone. Other than that, there is the iCloud app. It is free for up to 5GB (which is not much at all) and then you have to subscribe and pay monthly.
Google Photos app is free, however, the live pictures look more like a gif animation (probably a very lame description).
As far as Dropbox - my pictures used to get saved as both .jpg and .mov file up until December 25, 2016. Since then it only has been saving .jpg versions only. I can't figure out why.

Dropbox has been going downhill in general since their big UI overhaul, and integration with Paper. It’s getting pretty bad, and this is just one of many new stuff Robles I’ve been seeing.
