I enabled external drive backup, but it says 0K has been backed up.
I am trying to backup an external hard drive to the Dropbox Backup and it says it is up to date but when i click on 'View backed up files' it is saying 0KB and nothing is in there?? Any ideas why this is happening?

Can you send me a full screenshot of what you see exactly on your end? Do you see you have a 0K backup at your Backups page online?
I’d also like one more screenshot of the syncing status you mention in your post.
