Hi JonJ1,
Unfortunately Yes. Dropbox requires every one account accessing shared content to pay for it; shared content size engage account capacity. For small sharings that fit in free account, no paying is needed while within capacity limitation.
If you need only viewing/downloading access, instead of shared folder you can ask for shared link. You may try other services too where double payment for the same content (when shared) is not required.
