I managed to solve it after some trial and error.
I found this:

Solution 8 worked for me

I made a quick little test.
I put a small txt file in my dropbox folder, via windows explorer, it synced to the website more or less instant.
I then tried to upload a txt file to the website, and it never synced to my dropbox folder on my pc.
My laptop (on the same network) received the files immediately after turning it on, so it must be something with my desktop PC. But I don't know what it could be.
Both are windows 10, both have the same security settings (in windows).
I tried a reinstall on the desktop, still not working

UPDATE: Apologies for the delay in providing this update.
This problem was never really resolved for me, but the way I got around it was excluding several folders from syncing that contained tens of thousands of small files. I read elsewhere that Dropbox tries to sync small files first, and that there is a fixed overhead per file, which causes the process of uploading tens of thousands of small files take much much longer than what the aggregate size of those files would have you assume. I used the "ignored files" feature here: https://help.dropbox.com/files-folders/restore-delete/ignored-files

I too am having this issue which started yesterday.
I have done all the prescribed things -- rebooted my machine, rebooted my router, etc.
I have also found that uploading to the Dropbox website is very slow.
