Hello. I just started experiencing the very same issue today, after updating to iOS 17.3.
Very often, I will bring up a web article in Safari on my iPad, and I will click on Reader View. Clicking on Reader View creates a PDF of the article. And I save the article to my Dropbox account. Very easy today. This evening, after updating to iOS 17.3 earlier, this no longer workers. And I am getting the “Couldn’t save your content. Please check your internet connection and try again.” My internet connection is fine. This is an issue either on Dropbox’s end or Apple’s. I use this feature almost daily, so I pray it will be resolved soon. I even re-started my iPad.
