User apps cannot request team scopes.
There seems a bug in the scope API permissions.
We need to add the team API scope and each time it says - "User apps cannot request team scopes."
Already have the business account and there is no way to create the team apps from developer console.
I found my mistake I was using the main filestream instead of the chunked memory stream in the 1st iteration.

The same thing for us too.
I tried the whole day to find the way how to create an app with team permissions.
I was doing that under team administrator account without success.
